David A. Neumann was elected to the Dallas City Council in June, 2007 to represent District 3 which is comprised of the 110,000 residents of Oak Cliff, West Dallas, and Mountain Creek.

The mayor also appointed him to serve as chairman of the Trinity River Corridor Project Committee of the Dallas City Council.

Mr. Neumann’s service to Dallas is based on his over twenty-eight years of Dallas residency and his successful leadership within his small business, Oak Cliff neighborhood, and the City of Dallas.

He attended and graduated from Indiana University where he earned a bachelor of science degree in business – finance. Upon graduation in 1982, he relocated to Dallas, Texas where he has been active within the community.

Born in Aurora, Illinois, Mr. Neumann attended public schools all of his life including: Freeman Elementary, Washington Junior High and West Aurora High School.

Raised by his mother, Ann Neumann Potter, Mr. Neumann has three brothers: Mark, Kurt, Hans, and one sister Gretchen – all graduates of West Aurora High School.

Individual responsibility was engrained in him early on through mowing lawns within the neighborhoods, a paper route, and at age sixteen, obtaining part time after school employment at McDonald’s.

Within a short period of time, at age seventeen and a junior in high school, Mr. Neumann became the youngest assistant manager of a McDonald’s Restaurant in their corporate history.  He continued his management role throughout high school and during college summers as a means of fulfilling financial support for college.

While a student at West Aurora High School, he was an active student leader in many organizations:

  • Vice President, Student Council
  • President – Sophomore Class
  • National Honor Society
  • Thespian Society
  • Debate Team
  • Band

His high school and college years were carefully balanced between academics, student leadership, and part-time employment.

In 1978, as a high school senior, Mr. Neumann was awarded a four-year Simons-Minkler Scholarship by The Aurora Foundation (now the Community Foundation of the Fox River Valley) to partially support his attendance at Indiana University.

Because this opportunity was given to him as a senior in high school, he created the David A. Neumann Scholarship Fund in 1990 within the Community Foundation of Fox River to award annual scholarships to a West Aurora senior who has demonstrated student leadership while in high school.

As a student at Indiana University, Mr. Neumann was an active student leader in many organizations on campus including Residence Halls, Kelly School of Business, and the Bloomington Campus student governance:

  • President, Residence Halls Association
  • Executive Vice President, Read Center Student Government
  • Chairman, Read Center Community Council
  • Dean’s List, Kelly School of Business
  • Senior Vice President, Delta Sigma Pi
  • Vice President, Board of Aeons

Throughout his career following Indiana University, Mr. Neumann cemented his long term commitment by:

  • Becoming a Life Member of the I.U. Alumni Association
  • Creating the David A. Neumann RHA Scholarship, awarding an annual scholarship to a student with demonstrated leadership within the Residence Halls Association
  • Creating the David A. Neumann Kelly School of Business Scholarship, awarding an annual scholarship to students who demonstrate leadership within the Business School professional business fraternity, Delta Sigma Pi
  • Offering several Internships for Kelly School of Business students within his apparel manufacturing company

His current leadership roles within the Dallas community include:

Professional Occupation:

  • A 1982 Indiana University graduate with a business-finance degree enabled Mr. Neumann to begin his business career in Dallas.  After eight years of corporate experience (Interfirst Bank and Fidelity Investments) he helped start his family-owned business.  He owned and operated F. L. Malik Inc. dba Ivy Jane for over twenty-one years.  This combined experience has equipped him with tools to understand the many issues faced by small businesses.
  • Mr. Neumann and his two teenage children are active members of First United Methodist Church.   The Neumann family resides in Kessler Park within Oak Cliff.
